Richard Pattenaude announced the formation of the University-Business Information Technology and Computer Science Partnership in his State of the University address to the Legislature.
“Maine business leaders are concerned about the number of computer science, information science and information management graduates coming out of our universities,” he told lawmakers. “These graduates are particularly critical because in this information age and in our changing economy, these skills are essential to all businesses — small and large, north and south, current and emerging.”
The chancellor said that some of the state’s large employers — including Wright Express, Hannaford, TD Bank, Unum, Idexx and Maine Medical Center — expect to see a significant shortfall of Maine graduates with degrees in computer science, information science and information management as their organizations grow and as employees retire.
“A rough estimate is that we will have to double the number of graduates from the current 50 to 60 per year to meet the long-term needs,” Pattenaude said. “If we don’t, it will stifle business expansion and will negatively impact business location decisions. And it will constrain business activity statewide.”
Pattenaude said the concern was raised by Mike Dubyak, president and CEO of Wright Express, a technology-intensive company with more than 500 Maine employees. Dubyak will co-chair the effort to implement a plan this fall to double the number of graduates in the field.
“UMS has computer science or information technology programs on five of our seven campuses,” the chancellor continued. “Much good work is being done. We are told that our graduates are of high quality, but there just aren’t enough of them.”
Pattenaude said the system would be working with high schools to recruit students interested in computer technology into programs on campuses in Orono, Fort Kent, Augusta, Farmington and Portland. Campuses at Machias and Presque Isle do not have IT programs, the chancellor said after his speech.
“We’re going to be looking at creating some specialized scholarships to attract more students into the programs, evaluating reallocating funds internally and asking for support from business,” he said in a telephone interview.
Pattenaude also told lawmakers that the system has made great strides in cutting back expensesto help offset a $43 million deficit brought on by the now-recovering economy. Although it has become more efficient, the seven-campus system still lacks sufficient funding, the chancellor said.
More than two years ago, in the midst of the recession, the university system came out with a financial projection showing that unless it changed how it did business, it would face a $43 million shortfall over four years, Pattenaude said. In response, the university trustees approved a strategy called New Challenges, New Directions.

“Like many businesses, we have trimmed our work force and now have 7 percent fewer employees. We finished last year with expenditures $5 million below the prior year,” Pattenaude told lawmakers. In addition, the system halved the unfunded liability for its retiree health care.
University employees have gone two to three years without raises, and administration has been cut back. Even while becoming more efficient, the university system still lacks sufficient funding, Pattenaude said.

“That, however, will not stop us from making progress, and that’s a promise,” the chancellor said. Pattenaude said the university system has tempered tuition increases, posting its smallest increase — 4.8 percent for resident undergraduates — in eight years. He said low tuition encourages student retention, leading to more graduations and economic development.

John Fitzsimmons, president of the Maine Community College System, and William Brennan, Maine Maritime Academy president, also addressed lawmakers. Like Pattenaude, Fitzsimmons expressed gratitude for Gov. Paul LePage’s budget proposal, which would continue current funding levels despite the state’s difficult fiscal challenges.
Fitzsimmons also told lawmakers that the community college system is making progress accommodating the thousands of Maine students who have been turned away even though they were qualified to enroll. For example, it is securing space for a campus at the former Brunswick Naval Air Station and negotiating for use of buildings at the Goodwill-Hinckley School in Hinckley, whose core operations as a residential school for at-risk youths ended last year.
Maine Maritime’s Brennan said the Castine school is “in a strong and vibrant position” with enrollment at maximum capacity, a record, and 90 percent of its graduates finding jobs — some in the six-figure range — within a half-year of getting their diplomas.
It was the first time a president of MMA has addressed the Legislature. The heads of the university and community college systems are required by statute to address the Legislature every two years.qila beraemhttp://www.blogger.com/profile/01136928301013022745noreply@blogger.com0tag:blogger.com,1999:blog-1902101341834255193.post-39290878950890032542012-02-28T21:24:00.002-08:002012-02-28T21:24:43.121-08:00NATIONAL BIZVID CHALLENGE 2011 / 2012 WORKSHOP 06 DECEMBER 2011Putrajaya, 6 December, 2011 - UCSI University’s Faculty of Management and Information Technology (FMIT) with the support of MOSTI (Ministry of Science Technology and Innovation) and MDeC (Multimedia Development Corporation) had successfully organised and conducted a 2-day workshop for its first ever Canon-sponsored National Competition: The National BizVid Challenge 2011 / 2012. Enriched with crafty and sophisticated ideas, techniques and know-hows on commercialising a product / service, the Workshop was hosted to some 84 students from 9 different Institutions of Higher Learning (IHLs), namely University Tunku Abdul Rahman; University Kebangsaan Malaysia; Taylor’s University; Management and Science University, and of course, our very own UCSI University, to name a few.

Besides enlightening the 2-day Workshop participants on invaluable competition topics such as Intellectual Property and Techniques on Understanding Customer Needs, there was also the exciting opportunity to brainstorm and develop innovative ideas using innovative mind mapping tools, as well as to equip themselves with basic shooting and video editing skills. In thanking the organisers for the benefits derived from the Workshop, participants also expressed their interest to participate in future similar competition workshops.

Themed Lively Creative Commercial Ideas, the Competition was open to all full-time students in the public and private IHLs throughout Malaysia inviting them to explore their highest and deepest levels of creativity in commercialising businesses on video graphics using technology and the social media. In producing and distributing a 2 to 3 minute viral video to commercialise a business product or service, each participating team would have the opportunity to work closely with a company of their choice to understand its business values and requirements. Subsequently, the five-best participating teams will progress to the final round to create a viral video with Canon Legria Camcorder, to showcase their commercial ideas before a panel of prominent and reputable judges.
The two entities established a smart partnership today as part of the Maxis Integrated Partner in Education (MIPE) programme that launched last week. Under the agreement, Maxis will provide high-speed Internet to the University and become one of the University’s industrial partners. UCSI University Vice Chancellor, Dr Robert Bong and Senior Vice President for the Maxis Business Division, Mr. M Fitri B. Abdullah, signed a certificate of partnership in front of a crowd of nearly 200 students during a ceremony at the University.

In his speech, Dr Bong said the partnership is part of UCSI University’s commitment to bring in modern technology to augment its teaching and learning environment. He said the University is currently pursuing software that will allow lecturers to create virtual “classrooms” with lectures, materials and forums online.

“Our goal is to provide our students with the skills and knowledge to succeed in life in the most effective way possible,” he said. “With blended learning, we will be able to use a variety of tools to make both teaching and learning more efficient, more relevant and more accessible through modern technology.”

Under the agreement, Maxis will provide high-speed WiFi services of up to 50mbps that can be subscribed to directly using mobile phones.

The Maxis WiFi service will enable students to interact with their lecturers outside the normal classroom setting, combining the usual face-to-face learning with online delivery methods as part of the University’s blended-learning teaching philosophy, championed by its Faculty of Education and Centre for Learning Excellence. The high internet speed will also enable students to quickly download podcasts of their lectures, access online resources, conduct research and join online group discussions, enhancing their learning experience. The availability of high-speed internet access across campus grounds also increases student connectivity and mobility, creating a conducive environment for one to learn on the go. The WiFi service is currently on a free three-month trial basis, after which it will be available at a low daily, weekly or monthly rate for students.

The partnership with Maxis will enable UCSI University to enrich the university experience for its students, with the introduction of the University Hot Ticket, a supersaver prepaid card from Maxis, customised to suit the University’s academic, community and social events. Maxis will be contributing part of the sales for the prepaid cards to social causes and events championed by the students, heightening student awareness of and participation in, community and social issues.

Maxis and the University’s Faculty of Management and Information Technology are also working together to fulfill the MIPE commitment to developing student entrepreneurship. UCSI University is the first out of Maxis’ tertiary education partners, to deploy Hotlink dealership kiosk businesses on-campus. Currently, there are two kiosks in operation, offering students preferential incentives as well as further blended learning opportunity to put into practice lessons from business courses and to take away new experience from a current communications business model.

Mr. M Fitri B. Abdullah in his speech said, “On 5 April, Maxis launched its Maxis Integrated Partner in Education programme, a unique offering of an end-to-end array of integrated services to the university sector. Today, we are pleased to see the promise of education enabled by communications technology and partnership commitment, bearing its first fruit at UCSI University.”

“At Maxis we certainly believe in the power of integration of strengths from different areas to create a synergistic service ecosystem and unique customer experience which is greater than the sum of its parts. We can see that the committed and innovative staff and students of UCSI University also believe in the spirit of combining capabilities and of reaching across borders, to arrive at a form of knowledge and preparedness which will truly mark them out as the next digital native generation.”

New international students at the University will also benefit from the partnership, with a special bundled package made available by Maxis and UCSI University. They will receive both prepaid mobile services and broadband internet worth RM200 for free upon their arrival at the University. This ensures better integration for the international student community on campus with the local community while easing their transition to their new life in the country.

Through this smart partnership, Maxis will also be part of the University’s Co-Operative Industrial Placement Programme, which currently has close to 900 industrial partners. This allows internship opportunities for UCSI University’s students, who need to complete at least two months of industrial training in each academic year. This format, unique to the University, ensures students are constantly in touch with industrial practices, while applying what they have learnt in the classroom.

In conjunction with the University’s 25th Anniversary, UCSI University and Maxis also recently worked together on a major charity project worth more than RM40,000, which involved more than 200 students. The students and staff of Maxis visited 25 charity homes in a day to paint and clean up the homes, and also to interact with the residents in fun games and activities. qila beraemhttp://www.blogger.com/profile/01136928301013022745noreply@blogger.com0tag:blogger.com,1999:blog-1902101341834255193.post-81791273784481351532012-02-28T21:10:00.003-08:002012-02-28T21:11:35.377-08:00Sunway University College chooses SAS® for IT skills training and research supportWhen business executives in Malaysia and the Asia Pacific region seek to hire IT leaders with the latest skills in analytics and information systems, they often find them at Sunway University College, where SAS technology is used in the classroom to prepare students for careers in IT.

Sunway is a world-class higher education institution and leader in private education in Malaysia and the Asia Pacific region. Established in 1987, Sunway provides tertiary education to a total of 10,000 students – with 30 percent coming from 90 foreign countries – enrolled in various academic programs at the diploma, undergraduate and postgraduate levels.

The School of Computer Technology (SCT) at Sunway has developed a reputation for excellence, offering a high standard of education in information technology, information systems, computer science and networking. SCT advocates unique specializations that not only stress the importance of the academic curriculum, but also promote students' exposure to the IT industry, enabling them to discover their potential and achieve their goals.

Associate Professor Dr. Lim Tong Ming, Head of SCT, said, "To achieve excellence in IT instruction, Sunway is extremely sensitive to the need to expose and educate its technology students with IT skill sets that are relevant and highly sought-after in the real world. This is to ensure that all of our graduates are at the forefront of industry demand, making successful careers in the competitive market."

SAS® for research support
With the rapid changes in the world of technology, Dr. Lim deemed it essential for Sunway academics to equip themselves with knowledge of the latest enterprise IT solutions, especially in the area of statistical analysis, data mining and analysis technologies.

Sunway is continuously seeking to explore and research these areas to better tutor its students in the know-how of innovative technologies and advanced IT solutions. For this reason, the university college opted to further develop its teaching and research methods with SAS Enterprise Guide and SAS Enterprise Miner.

SAS analysis and data mining skills are highly in demand, as many Malaysian corporate organizations and enterprises are using similar, if not identical, SAS technology. SAS solutions are renowned for handling large amounts of data, comprehensive data analysis, business intelligence and analytics.

"We believe that SAS' well-known reputation for its widely applied solutions in the business world will give Sunway University College students the training they need to be truly relevant in the workplace," explained Dr. Lim. "We trust SAS as a partner that Sunway University College will benefit from."

Another factor for SCT choosing SAS for its research and training support is the unlimited licensing model of the software. "As an education institution, partnering with SAS also makes budgetary sense, as its adaptable licensing module eliminates the possibility of raking up a massive cost to be incurred due to the multiple use of such programs and solutions for the purpose of teaching, learning and research," said Dr. Lim.

Commercial returnsAdding SAS as a key subject in the university college's syllabus and industry training has also brought about new benefits to Sunway as a reputable educational institution.

SCT currently offers a number of courses covering data analysis and data mining using SAS Enterprise Guide, SAS Enterprise Miner and Base SAS, which attract 70 percent of SCT students. "SAS' comprehensive and practical solutions have garnered a lot of interest amongst our lecturers and students," said Dr. Lim.

SCT's courses already prepared students to enter a highly competitive labour market. But Dr. Lim notes that within a year of working with SAS, Sunway has improved on its standards of educational excellence and the marketability of its highly practical technology courses.qila beraemhttp://www.blogger.com/profile/01136928301013022745noreply@blogger.com0tag:blogger.com,1999:blog-1902101341834255193.post-62660856401547306642012-02-28T21:08:00.000-08:002012-02-28T21:08:33.627-08:00AIMST University signs cooperative MoU with MMUMelaka, Malaysia: Wednesday, December 1, 2010 ― AIMST University, Kedah-based University dedicated to high-quality value-based education, signed a Memorandum of Understanding (MoU) with the Multimedia University (MMU) in Bukit Beruang, Melaka to promote cooperation between both educational institutions.

The medals won were a Diamond, the Best Invention by Salon Archimedes (Russia), a gold and 6 silver medals.
The British Invention Show, which was held between 12 and 17 Oct 2009, is the largest innovation and technology expo in Britain. Uitm submitted 8 entries of which all won medals.
The Diamond was won by junior lecturer Amalina Amir, 26, of the Faculty of Mechanical Engineering, who contested her product, MIM Route, a device to produce complex metal metalwork. Other than diamond, Amalina also won a gold and the best Invention by Salon Archimedes (Russia). MIM Route is a metal injecting moulding process which can boost mass manufacturing of complex metalwork. Products that need high precision moulding are jewelry, sporting goods, eyeglasses, wristwatches or medical equipment. Other than the mass production this new procedure is environment friendly as it uses a recyclable biopolymer binder.
The gold winning student was Ahmad Zainizan bin Sahdan, 25, who is pursuing his PhD at the Faculty of Electrical Engineering. He participated his project on nanowire synthesis using low cost gas blocker in catalyic thermal CVD. His idea was having a semi-conductor nonowire for solar cells where a gas blocker was invented to obstruct the gas flow in a 2-furnace CVD system. The gas blocker produced a better control of gas flow that enables stronger UV emission. Upon winning, Ahmad Zainizan said his invention is suitable to be used as light emitting device such as laser diodes.
The other 6 silver medals were won by Azizah Hanom Ahmad who contested her invention on Silicon and Dammar as Coating Materials, Khudzir Haji Ismail for his Water-Tetralin Co-solvent System for Coal Liqefaction, Zukifli Abdul Rashid a software for Waste Management, Nor Hayati Avdul Hamid Pre-Cast Hollow Core Wall which can endure earthquake shocks, Ahmad Faizar Jaafar Self-Charging Machine in Libraries, and Mohd Haris Kamarudin Egg Shell Thermal Insulation Board.
Six out of seven Malaysian universities improved their ranking on the QS Asian University Rankings this year, with Universiti Malaya (UM) climbing three spots to 39th.Universiti Putra Malaysia (UPM) also jumped 20 slots to 57th out of 200 Asian universities.

No Malaysian university entered the top 10 ranks while the National University of Singapore (NUS) retained its third place.QS also said in a statement the Hong Kong University of Science & Technology (HKUST) knocked the University of Hong Kong down to the second spot.

The global higher education information specialist noted that Malaysia had seven universities in the top 200 Asian universities compared to Thailand’s nine and Indonesia’s eight. Japan was the best-represented nation with five universities in the top 10 ranks and 57 in the top 200.

In contrast, China had 40, South Korea 35, Taiwan 16, India 11, and Hong Kong had seven universities in the top 200 Asian institutions.

The QS Asian University Rankings last year showed that the top Malaysian university was UM at the 42nd spot while Universiti Kebangsaan Malaysia (UKM) was the second best university here at 58th.

The ranking of public institutions in Malaysia has dived throughout the past years to the point of dropping out of the top 200 universities in the QS World University Rankings last year.

QS noted that the “dynamism” of the Asian region was bolstered by the fact that one out of five universities in the top 50 universities was less than 50 years old.

The rankings were based on the following factors: academic peer review (30 per cent), recruiter review (10 per cent), student/ faculty ratio (20 per cent), papers per faculty (15 per cent), citations per paper (15 per cent), and 2.5 per cent each for international faculty review, international student review, and inbound and outbound student exchanges.

UM Vice-Chancellor Dr Ghauth Jasmon had reportedly urged Malaysia’s oldest university last year to take world rankings seriously if it wanted to remain globally competitive.

AirAsia received the Global ICT Excellence Award in the private sector category from the World Information Technology and Service Alliance (WITSA) in an awarding ceremony on Wednesday in Amsterdam. The ceremony was held during WITSA’s 17th World Congress in Information Technology, which attracted some 2,000 delegates from 80 countries.

Of the seven winners, AirAsia is the only one from the ASEAN region.

WITSA, whose members make up over 90 percent of the global ICT market and are from 74 countries, gives the Global ICT Excellence Awards every two years.

“The success of AirAsia as the region’s leading budget airline is reflected not only in its fast growing passenger volume but also from the ICT perspective,” WITSA said.

“A very high majority of AirAsia’s passengers book online, partly because of AirAsia’s ICT-based business model, and partly because of the motivation of the population to secure free or very cheap seats through online booking. In this sense, AirAsia succeeded in creating a compelling reason to use e-commerce through this ICT business model,” WITSA added.
Tony Fernandes, AirAsia Group CEO, said, “AirAsia has always believed in the power of technology and communication to drive business. Our services are technology-backed – from booking and payment to check in. This year, we’ll get even more aggressive in our use of technology to improve our guests’ experience with AirAsia.”

Tony also thanked Malaysia-based PIKOM for nominating AirAsia for the award. PIKOM, or the Association of the Computers and Multimedia Industry in Malaysia, counts among its members over 1,000 companies engaged in the whole range of ICT products and services. PIKOM’s member companies account for 80% of Malaysia’s ICT trade.

AirAsia has invested heavily in technology to grow the business across all fronts. ICT has allowed AirAsia to offer cutting edge products and to continuously offer quality service to its rapidly expanding passenger base. All areas of AirAsia’s operations are supported by ICT.

SEPANG - In an effort to provide more value-added service to travellers, Malaysia Airports today introduced a Flight Information Speech System (FISS) called "KLIA 1 Touch", a self-service interactive voice response (IVR) dedicated to provide callers with flight information.

Users can obtain flight information directly from KLIA 1 Touch at 03-8776 0888. For arrival flights, queries can be made based on either flight number or flight's origin city. Meanwhile, for departure flights, queries can be made based on flight number or flight's destination city.

The service is available 24 hours a day. KLIA 1 Touch is capable to handle 30 concurrent calls at any one time. Currently, two language options are available - Bahasa Malaysia and English. Local network provider's charges will apply.

KLIA 1 Touch is capable of recognising the caller ID if the caller makes subsequent calls using Malaysian mobile telecommunication services. KLIA 1 Touch is able to recollect the caller's previous query and will enquire if the caller wishes for an updated flight information or fresh query.

Y.Bhg. Dato' Azmi Murad, Senior General Manager Operations, Malaysia Airports said: "Apart from giving more value added service to customers, we are also always looking at ways to enhance our customer services, and we believe that KLIA 1 Touch will be a service which the public will find very helpful."

He added: "In today's competitive marketplace, businesses are looking for ways to more effectively improve the bottom line and keep pace with market demands. To achieve these objectives and remain competitive, companies are focusing on ways to enhance customer services. One of the most powerful means for achieving these goals is through the automation of repetitive or routine activities using IVR technology."

At the moment, KLIA 1 Touch is only available for KLIA and LCCT-KLIA users in obtaining flight information. "However, plans are in the pipeline to have this service extended to other airports in Malaysia, as we would like to ensure this service reaches our costumers nationwide, Dato' Azmi added.

Y.Bhg. Dato' Ramli Abbas, Chief Executive Officer of NuSuara Technologies said: "We are pleased to collaborate with Malaysia Airports in offering this service to travelers, and we are confident travelers will find KLIA 1 Touch handy in planning their travel, as it is a time-saving information retrieval system, at the convenience of the customers, a user-friendly enquiry service provided free and accessible 24 hours."

NuSuara Technologies is the service provider for KLIA 1 Touch. NuSuara is a venture-backed software company in the business of practical voice solutions and speech recognition technology as its core business offerings.
This agreement reportedly served as a procurement platform agreement, under which ZTE will supply communications products to Axiata and its subsidiary Opcos.
The five-year global strategic cooperation framework agreement aims to enhance the links and cooperation between the two parties. Based on the procurement platform, ZTE will create value in products, solutions, and services to save time and improve efficiency, so as to raise Axiata's business penetration. In addition, the agreement will improve the two parties' information exchanges concerning technologies, products and services in the procurement field; enhance Axiata's understanding of ZTE's technology development; and realize faster cooperation between the two parties.
ZTE also announced that it will again cut its stake in Nationz by selling four million shares at the average price of CNY24.75 per share. After this transaction, ZTE will still hold a 13.55% stake in Nationz.
SHOCK RESISTANT: The flexible screen technology used in smartphones such as the Nokia Kinetic, a prototype which was previewed at Nokia World 2011, may help to make future smartphones 'smashproof.' - Relaxnews

Looking forward to seeing smashproof smartphones, indoor location mapping, the launch of the Sony PlayStation4, and 3D taking over the world in 2012? It's not going to happen says market analyst ABI Research.
The technology industry may have high hopes for the arrival of cutting-edge technologies in 2012 but ABI believes that many of these innovations will take much longer to reach mass market penetration than others are predicting.
Years ago mobile phones used to be robust and could withstand falls from over two meters but that was before smartphones and their large glass displays replaced the polycarbonate plastics found in feature phones.
While there have been significant improvements in glass technology since the first range of smartphones arrived on the market, ABI believes consumers won't find smashproof phones on the market in 2012 - mobile manufacturers beg to differ.
There are a number of "life proof" shock-resistant smartphones available on the market today including the Motorola Defy+, the Motorola Titanium, the Samsung Galaxy Xcover, the Casio G'zOne Commando and the Sony Experia
Active and smartphone makers are experimenting with new technology too that will make these handheld devices even more indestructible.
Consumer electronics companies such as Nokia, Samsung, Sony and Toshiba have already shown off early prototypes of smartphones with flexible displays that can be twisted and bent without breaking.
Samsung is bullish on the technology and says it will have Tablets and smartphones with flexible screens ready by 2012.
Smartphones and Tablets have been a closely watched point of interest throughout 2011 with many high-profile launches (and a number of high-profile failures).
Many people around the world have grown to love their Tablet devices but despite their increased importance within the computing market, Tablets are still not capable enough to become a mass-media solution, insists ABI.
"With WiFi being the predominant form of Internet connectivity, media Tablets tend to stay at home during work and school hours along with the family pet. As an incremental device being used alongside laptops and smartphones, the use case to replace these existing devices has yet to materialise," comments Jeff Orr, group director, mobile devices, ABI.
Likewise, people will not rely on their mobile phones for Internet access in 2012 - or ever, predicts Aapo Markkanen, senior analyst, consumer mobility at ABI. He believes an influx of cheaper laptops and Tablets will keep consumers connected to the Internet into the future.
In November Google opened the front door to indoor maps, taking searchers inside shops, airports and malls.
Nokia, CSR, Ericsson, Mexens Technology and NextNav have also provided solutions for indoor mapping, but these technologies - along with relevant indoor location-based marketing - will not reach critical mass for a few more years.
"What we will likely see in 2012 are isolated mobile applications and services around individual high-traffic public areas like airports and malls.
The benefits are two-fold, with a new way to engage with the end user and improve their experience, while also providing key analytics on user behavior within these buildings," forecasts Patrick Connolly, senior analyst, telematics and navigation at ABI.
Next year is building up to be a big year for the gaming market with a number of long-awaited game releases on the horizon but consumers who are hoping to get their hands on next-generation game consoles such as the Microsoft Kinect 2 or the Sony PS4 will probably have to hold on until at least 2013.
There was a big push to make 2011 the year of 3D but even with a notable list of 3D film releases, the arrival of 3D-only TV stations and lots of new 3D TVs making their way into the market, consumers were not overly enthusiastic about the trend.
ABI says consumer attitudes towards 3D technology will be much the same in 2012. So what will be on the cards in 2012? A study by the Consumer Electronics Association (CEA) predicts that wireless and mobile devices will be the feature of this year's Consumer Electronics Show in Las Vegas in January.
Google senior vice-president of mobile Andy Rubin announced via a post on his Google+ account that "[t]here are now over 700,000 Android devices activated every day."
He added, "for those wondering, we count each device only once (for example, we don't count re-sold devices), and activations means you go into a store, buy a device, put it on the network by subscribing to a wireless service."
The figure equates to 4.9 million Android activations per week or 255.5 million activations per year. In other words, if Google could sustain its current rate of 700,000 activations a day and the global population remained constant at 2010's 6.84 billion, it would take just under 27 years until everyone on the planet owned an Android device.
Android's speedy growth is a huge ego boost for Google - in November the company revealed that it had activated more than 200 million devices at a rate of 550,000 activations per day.
Whether it is the Policy decisions or the issues of securing Internet and Domain Names, lots of development is taking place these days. Internet Corporation for Assigned Names and Numbers (ICANN) has been taking many pro active steps in this regard. For instance, recently ICANN and INTERPOL have agreed to work in the direction of securing Internet.

ICANN has also widely contributed for the World of Domain Names. ICANN has formulated the Uniform Dispute Resolution Policy (UDRP) that has been in effect for over 10 years. It is widely recognised as one of ICANN’s defining accomplishments from its formative years. While not perfect, the UDRP has successfully offered parties a far less expensive alternative to costly litigation for resolving international disputes involving domain name cybersquatting. In the last decade, the Internet community has come to rely on the consistency, predictability, efficiency, and fairness generally associated with the present implementation of the UDRP.

The UDRP has not been reviewed by the GNSO Council since its inception. Now a Preliminary Issue Report on the Current State of the UDRP has been prepared at the request of the GNSO Council and it has been posted online for public comment. The Public Comment period ends on 15 July 2011. Upon the publication of the Final Issue Report, the GNSO Council will determine whether to commence a Policy Development Process (PDP) on the UDRP.

In response to the GNSO Council’s request, Staff conducted preliminary research on the UDRP to identify issues for inclusion in this Report. Due to the tremendous volume of cases and materials available regarding the UDRP (including, over 300,000 hits on Google alone), it became clear that there was no effective way to evaluate these materials. Instead, at the suggestion of the GNSO Council, Staff conducted a Webinar on the Current State of the UDRP (UDRP Webinar), to solicit feedback and information from UDRP experts and representatives from a broad cross-section of stakeholders.

While periodic assessment of policies can be beneficial to guard against unexpected results or inefficient process, the GNSO Council should consider the perspective of the ICANN community with regard to whether such review is necessary or warranted. Although properly within the scope of the GNSO’s mandate, Staff recommends that a PDP on the UDRP not be initiated at this time. However, if the GNSO Council nevertheless believes that the UDRP should be reviewed, Staff suggests an alternative approach for addressing this issue. After carefully evaluating the issues and concerns expressed by the ICANN community regarding the UDRP, Staff has concluded that many issues relate to process issues associated with the implementation of the UDRP, rather than the language of the policy itself. The GNSO Council should consider in lieu of commencing a PDP, convening a small group of experts to produce recommendations to improve the process or implementation of the UDRP policy as an initial step. If after consideration of such expert recommendations, there continues to be a desire to conduct a more thorough review of the UDRP, the GNSO Council could subsequently initiate a more focused PDP at that time.

This Report addresses the GNSO’s specific request for information on:

(1) How the UDRP has addressed the problem of cybersquatting to date, and any insufficiencies/inequalities associated with the process.

(2) Whether the definition of cybersquatting inherent within the existing UDRP language needs to be reviewed or updated.

This is an opportunity for the ICANN community to provide its views on the current state of the UDRP, and on whether a Policy Development process should be initiated to review the UDRP. This Report will be updated to reflect such feedback in the Final Issue Report to be presented to the GNSO Council after the closing of this public comment forum.

http://ictps.blogspot.com/2011/05/preliminary-issue-report-on-current.html

qila beraemhttp://www.blogger.com/profile/01136928301013022745noreply@blogger.com0tag:blogger.com,1999:blog-1902101341834255193.post-41046119059718930982011-12-17T11:20:00.000-08:002011-12-17T11:23:04.701-08:00Latest ICT Developments in Asia Pacific"Today, the Internet is the primary instrument for communicating and sharing information around the world, and more so with each passing day.
"If previously, the key challenges included infrastructure, connectivity, and access, today the key issue is human capital development through education," said Shahid Akhtar, DirAP's Editor-in-Chief.
Mr Akhtar was in Singapore this week for a three-day DirAP authors' meeting.
With him were some 50 experts from government, academe, industry, and civil society from more than 30 countries. They were meeting to brainstorm as they review a draft of the DirAP 2009-2010.
"The DirAP biennial is not only an ICT publication; it is about a network and Asian networking so that experiences are shared. It's an opportunity to learn from each other," added Mr Akhtar.
The biennial Digital Review of Asia Pacific project is coordinated by Dr Claude-Yves Charron, who is Secretary-General of ORBICOM (the Network of UNESCO Chairs in Communications), and also Vice-Rector of the University of Quebec in Montreal, Canada.
The project is supported by the International Development Research Centre of Canada, which is represented on the DirAP Board by Ms Maria Ng Lee Hoon, an ICT specialist, based at IDRC's Southeast and East Asia Regional Office in Singapore.
It is a comprehensive guide to the state-of-practice and trends in information and communication technologies for development (ICT4D) in Asia -Pacific.
Their target audiences include policymakers, ICT professionals, and academics, not only in the Asia-Pacific region but around the world.
The 2009-2010 publication will be the fourth edition of the biennial DirAP series.
It is expected to cover themes such as ICTs, education and the Millennium Development Goals, distance education, ICTs and non-formal education, private-public partnership in ICTs for education, and knowledge and innovation.
The review, to be released in the first quarter of 2009, will also include two overview chapters - one on emerging ICT4D technologies and their relationships to markets and communities, and the other, on regulatory approaches to ICTs and best practices.
The author of one of the overview chapters, Mr Rajesh Sreenivasan - a lawyer from Singapore - said the public sector could encourage the development of ICTs with tax incentives, and studies into intellectual property legislation and enforcement. Also important, he stressed, was the need to train a special group of people to understand these issues.
He said this when asked about what the public and private sectors could do to enhance ICT development.
As for the private sector,, Mr Sreenivasan opined that they could support the government by giving feedback from the ground, and be more pro-active in creating new technologies.
“With this recognition, Malaysia has proven its capabilities to the world in the field of information security.” Said Dag Ströman, Chairman of Common Criteria Management Committee, “This would further bolster Malaysia’s competitiveness in quality assurance of information security based on the Common Criteria standard and build end-user confidence towards Malaysian information security solutions,”
The new Common Criteria authorising member status is expected to boost Malaysia’s already growing ICT security services industry, which is estimated to reach RM400 million (US$126 million) by the year 2014.
ICT contributed as much as RM48 billion (US$15.8 billion) or 10% of Malaysia’s GDP in 2007, but only RM40 billion ($13.2 billion) last year.
Before the financial crisis ICT in Malaysia had been projected to grow 10% per year, one of Asia’s fastest, he said.
Ongkili made his comments at Mimos, a major R&D center for ‘frontier technologies’ and advisor to the Malaysian government, which focuses on technology that can be commercialized for growth. Mimos yesterday held a ceremony to transfer technology platforms to three local companies to be developed for market by the private sector: Jaring Communications Sdn Bhd, Mutiara.com and Smart Computing Sdn Bhd.
Six other Malaysian companies also signed deals to licence and develop Mimos’ technology: Disability Solutions Sdn Bhd, Alam Teknokrat Sdn Bhd, Innovision Business Solutions Sdn Bhd, Phytofolia Sdn Bhd, Quantum Beez Sdn Bhd and Fabtronic Sdn Bhd.
Meanwhile, in Malaysia’s far eastern city of Sandakan, the Malaysian Communications and Multimedia Commission (MCMC) said it was halfway through a project to provide minimal-charge wireless internet access to 131 area villages, enabling urban and rural populations equal access to online services. MCMC has also distributed 49,800 netbooks to students in Sabah province on Borneo under the 1Malaysia project.

A group of 45 policymakers and planners from the Ministry of Education in Malaysia, together with representatives from the School of Educational Studies at the Universiti Sains Malaysia (USM), recently gathered together at the Paradise Sandy Bay Resort in Penang to initiate use of the ICT in Education Toolkit as part of its on-going national planning process for ICT use in education.

The week-long National Capacity Building Seminar Using the Online ICT in Education Toolkit for Policymakers, Planners and Practitioners , co-sponsored by the Ministry of Education, USM and the UNESCO Regional Office for Education (Bangkok), opened with an address by Dato' Hon Choon Kim, Deputy Minister of Education, which stressed that the widespread use of ICT's in Malaysian schools is just a tool to achieve larger educational goals and objectives, designed to help the nation achieve developed country status by 2020.

The ICT in Education Toolkit for Policymakers, Planners and Practitioners, jointly supported and developed by infoDev, UNESCO and other partners, is designed to assist education policy makers, planners and practitioners in the process of harnessing the potential of ICTs to meet educational goals and targets efficiently and effectively. It includes particular attention to the following key areas:

Mapping the present situation in terms of national goals, educational context, ICTs in education, and the dynamics of change

Identifying educational areas for ICT intervention and formulating corresponding ICT-in-education policies

Planning for implementation of infrastructure, hardware, contentware, and personnel training

Planning for electronic content

Consolidating implementation plans and their financial and managerial implications into one master plan

Assessing implementation, effectiveness and impact of ICT interventions and subsequent adjustments and follow-up actions

Malaysia is the third country to use version 2.0 of the Toolkit, following on recent launches in Indonesia (May) and Brunei (June). These workshops were coordinated by UNESCO's Regional Office for Education in Bangkok, which will be supporting additional country planning workshops in Asia using the Toolkit through the end of 2007. Version 2.0 of the Toolkit was jointly launched by infoDev and UNESCO in April 2007 as part of a larger partnership between the two organizations exploring the effective use of ICTs in education around the world.

Malaysia has actively promoted the integration of ICTs into its education system to achieve a variety of educational objectives, and is considered a regional leader in the implementation of computers and the Internet in schools.

http://www.infodev.org/en/Article.117.html
qila beraemhttp://www.blogger.com/profile/01136928301013022745noreply@blogger.com0tag:blogger.com,1999:blog-1902101341834255193.post-36570087702109791152011-12-16T22:41:00.000-08:002011-12-16T22:45:27.421-08:00ICT Education For a “Creative Society”

Malaysia Higher Education Ministry is studying how to develop a creative and innovative Malaysian society through human capital development.

Its minister Datuk Seri Mohamed Khaled Nordin said the study to produce creative, innovative human capital was started last year by the Malaysian Invention and Design Society (MINDS), Universiti Teknologi Mara and Malaysian Design Council.
